Research On Administrative Approval Follow-up Supervision Of Press And Broadcast In Heilongjiang Province

Administrative approval is playing an irreplaceable place under the background of socialist market economy. As an essential measure of managing the socialist economy, it must be renovated gradually with the development of socialist economy in our country. According to the spirit of reducing the economy approval in our country,we start the innovation of the administrative approval and the job of drafting the administrative permission law. After we join WTO, we do lots of jobs on administrative approval innovation, the form planned encomony has also gradually changed into market encomony. Large progess has also been made.But as the innovation goes deeper, some problems about the traditional management are exposed. Someone makes illegal behavior. They even damage the public benefit and violate the citizens' legal right after they get the approval authority. Thus, the strength for follow-up supervision of administrative approval is becoming especially important as a vital component in administrative approval.With the innovation of the administrative approval in Heilongjiang Province, and the large reduction of administrative approval items, large quantities of normative documents are come up with. Some exploration and practice are also conducted. However, there are also some shortcomings. For example, several measures are too stiff with the suspicion of coverting approval. The supervision measures are limited with the scruple of unworthy name. These problems are especially remarkable in local provinces. It's difficult to make restraining force owning to the limit of responsibility. The executive force also faces many trials.Document analysis method, data analysis method, combination of theory and practice method are adopted in my thesis. And the research is divided into four parts. he research status in home and abroad is teased as well as the development trend in part one. In part two, the background of the administrative approval in press and broadcast is introduced. In part three, some problems about the follow-up supervision in Heilongjiang Province are listed, including the lack of unified standard, simplex supervision method, lack of effective supervision mechanism. Analysis is also made from the aspect of slow law innovation, comprehensive law eaforcement ability of the administrative subject,the promotion of professional quality,the lack of multiple participations in follow-up supervision and the discrepancy between the supervision and the development tendency. Finally, some solutions based on the above problems are brought up in part four. First, the legislative procedure is accelerated properly and present administrative approval law of the follow-up supervision is adjusted. Second, boost the training for execution of the superintendent and make the superivision mechanism perfect to improve the executive power of the superintendent. Third, accountability system of the superintendent and supervision method after being permitted are set up by perfecting the online platform of the administrative approval follow-up supervision. Fourth, make existing follow-up supervision perfect and introduce new mechanism. As the fortress and the broadcasting field of our Party and government, the press and broadcast department is the vital territory of boosting the government credibility. The follow-up supervision as an important component in administrative approval of Heilongjiang Province should proceed simultaneously with the innovation of the administrative approval. Through the research in this thesis, the administrative approval follow-up supervision of the press and broadcast in Heilongjiang Province is supposed to be boosted.
