Design And Implementation Of The Administrative Examination And Approval Service System In Huicheng District Of Huizhou City

In recent years, due to the reform of administrative examination and approval system, more and more cities in China is establishing an integrated administrative service center, the center is providing a unified service to people, including information and consultation, approval and charge, management and coordination, and Complaints and supervision. Lacking of integrative paralleled management system, each center is handling respectively and unable to achieve rapid and efficient administrative approval and joint processing, repeating submit the same documents, and handling time is out of control, administrative service center is unable to maximize its resource advantage because of all these problems.With the developing of internet technology and promoting of information construction, E-government management has become an inevitable trend in government offices, building an advanced, efficient informationized administrative examination and approval system will supplement the traditional way, improve government efficiency greatly, optimize government functions, improve government service level. The building of online approval system will help to make public administrative examination and approval process, processing time, charge standard and legal ground, and help to standardize the administrative approval. The combination of online approval system and administrative service informationized system is the new trend of administrative reform and development of administrative services.The combination of administrative service and online approval system is expanding the space and scope of administrative services,providing strong support for the continuous strengthening of administration,administrative supervision and administrative services.This article is about the R&D of administrative examination and approval system which is based on B/S structure. Firstly, this article elaborates the development background and developing trend of administrative examination and approval system; secondly,through the detailed demand analysis of the service content,business model and external demand of the system of administrative examination and approval service, we propose the system’s overall goal,design principles and technical route, and then carry out the system’s detailed design of function structure,business model and database;thirdly,from the technology point of view, this article elaborates the system technical architecture, development platform, docking interface,hardware and software support and security mechanism;finally,implements system testing. Through this paper,readers can understand the entire process of the realization of an online administrative examination and approval service system.
