The Design And Implementation Of Health Department’s Health Administrative License Online Approval System For Shandong Province

With the development of the times, advanced science and technology and the modern information revolution accelerate the pace of people’s lives. The era of information on the impact of the existing office mode makes the administration have to follow the footsteps of the information age to get changed. Computer network technology, especially the development of Internet technology, and that is passing manual operation of the administrative examination and approval work to Internet by modern information technology. The advantage of this change is very evident, with the support of the modern information technology, it is greatly improving the efficiency of administrative examination and approval process. The online examination and approval system for health administrative permission of Shandong Province Health Department is proposed in this context.In this paper, we used UML, Unified Modeling Language, to describe requirements analysis, system architecture design and detailed design of the online examination and approval system for health administrative permission of Shandong Province Health Department. And we used visual modeling approach and tools (MS-Visio) to complete the static modeling and dynamic modeling process, and according to the business features of health administrative permission examination and approval, we carefully designed the system’s database structure. With J2EE architecture basing on UNIX/LINUX platforms and Struts2design pattern and Oracle database, we completed the development of the system.The main achievements of the system development work include newly applying, alteration, cancellation, business adding and deleting and others in the process of examination and approval system for health administrative permission of Health Department, and the system provides a full-featured online service platform. For manually operated matters that must be involved in the work, the system provides personalized offline services, thus truly achieving a fully functional administrative examination and approval system.The test run of the system works well, the system can each fast and accurately exchange information among all users of in the process of application and examination and approval of health administrative permission, ensuring real-time update of information. Meanwhile, the system also has a relatively powerful information management capabilities that can help health department staff to quickly and accurately do health administrative examination and approval work, greatly improving work efficiency. Broadly speaking, the system will build a platform that can meet various needs of examination and approval for Health Department of Shandong Province, and a high-speed channel of health administrative licensing application for the public, to promote the development process of the online examination and approval of health administrative permission for Shandong Province Health Department.
