During the 11th Five-Year period,e-government develops rapidly and plays an important role in improving public service,perfecting macro-control,strengthening social management and integrating regulation.It has become an indispensable way to strengthen the Party' s ruling ability and construct service-oriented government.As the essential content of e-government,online administrative approval provides an efficient,transparent,all-weather and interactive virtual service hall for the public.It not only overcomes timeliness and long approval process deficiency of traditional administrative approval,but also makes supervisory control easier and more normative.Therefore,it can promote law-based administration and improve government image.In general,the establishment of convenient,high-efficiency and interactive online administrative approval will be undoubtedly imperative under the circumstance of political restructuring which puts more emphasis on building service-oriented government.This article focuses on researching the status quo of online approval in our country and comes up with a complete system which includes both overall and detailed designs.In the system,a business process management platform is proposed.Through fully integrating administrative information resources and combining daily office routine with administrative approval,the business process management platform can achieve functions such as resource sharing,coordination office and administrative approval.And all these functions help to build service-oriented government which is transparent and efficient.The system,based on J2EE technology,integrates the application of workflow technology,XML and Ajax asynchronous processing technology.It separates data and application by its multilayer framework on the basis of SOA system structure in order to make the application more flexible and the system more stable.
