Online Administrative Service Center (approval) Design And Implementation

With the starting of administrative approval system reform, Administrative Service Centers have been set up in different regions to handle approving procedures concerning individuals, enterprises and other lawful organizations. With the development of internet technology, especially after the issue of <<Administrative License Law>>, the establishment of on-line administrative approval service centers has been placed on the agenda.This thesis aims to put forward the establishing objectives for on-line administrative approval service centers. Through analyzing the establishing objectives, suggests the overall target, functional target and security target; through analyzing the relationship between customers, approval staff, supervision departments and the on-line administrative approval service centers, put forward from technical perspective the system frame model of on-line administrative approval service centers. Based on the system frame model, a detailed design is carried out from basic on-line platform, data resource, applied supporting, applied service, and applied receiving, etc. five aspects.Meanwhile, this thesis takes the establishment of Ningbo Municipal On-line Administrative Approval Service Center as an example, and gives a fact case of how to design an on-line administrative approval service center. The system adopts mainstream J2EE technology, the user port is B/S mode; the system is active in the outside net of electronic political affairs and connects technically many separate networks; through establishing the data exchanging and integrating platform, to realize the data share and business procedure cooperation among different sections and systems.The difficult points in this thesis lie in how to make clear the different demands of the individual customers, approval staff and efficiency supervision departments; based on current situation of every department's electronic political matters establishment, put forward a complete function demand analytical report. The writer of this thesis working with the staff of Ningbo Municipal On-line Administrative Approval Service Center project team, has finished preliminary work through personal interviewing, written survey and business researching, and counseling related experts; and has decided the establishing objectives function demands and technical routes, which laid foundation for the establishment of the project.At present Ningbo Municipal On-line Administrative Approval Service Center has been established and passed the function test and security risk assessment; and has been inspected and approved by Ningbo Development and Reform Committee; and has been put into use in Ningbo Municipal Administrative Service Center with excellent social benefits.
