The informatization and paperless construction of land and resources management is one of the key construction contents of "digital city" in our country, and it is also one of the key contents of e-government construction in China. Many local departments still use the traditional mode of work, the use of paper-based media records, storage of land-related data, cumbersome process, registration difficulties, access to inconvenience,digital low management confusion, resulting in inefficient work. Therefore, in order to better improve the level of China's land management information in the land sector as the lead unit of the digital city geospatial framework, the construction of land and resources management information system as a typical demonstration application system construction.Geographic Information System(GIS), which is different from the general system,is characterized in that the data processed by it are spatial data, which are collected,stored, managed, analyzed and displayed on the surface of the earth with spatial data supported by computer hardware and software. Information system, GIS technology in land and resources management has been fully applied.This dissertation first analyzes the current situation and achievements of the development of land and resources management information system based on GIS at home and abroad, and puts forward the overall framework of the construction of land and resources management information system according to the current domestic actual situation and the daily work demands of related departments.Then the dissertation introduces the key technology and the composition of system, the function and the realization method which the land resources management information system uses.Then the dissertation describe the relevant work flow of land resources management system. The overall system requirements, system functional requirements,system non-functional requirements and system data requirements are introduced. The overall system objectives and design principles, overall system design, system data design, system function design and system interface design are introduced.At last, VS2010 is used as the development platform and C # as the programming language. The land resources management information system is developed by using plug-in, Arc GIS Engine, Arc SDE, Oracle11 g and C / S network structure. Using the powerful GIS spatial analysis function, support is provided by, such as pre-planning analysis by importing the specified range and construction land for analysis, which can automatically analyze whether the scope of the introduction of illegal occupation of land,so as to meet the daily needs of land and resources departments of the process.
