Analysis And Design Of Songming County Land Bureau Of Land Resource Management Information System

As informatization of land resources is promoted, it has become impossible for traditional management of paper-based materials to meet the demands for managing land resources. Meanwhile, problems become apparent, such as highly redundant data management, asymmetric information available from departments and repeated business procedures and so on. Thus, how to increase the precision of information concerning different aspects of businesses, develop procedures for handling land businesses scientifically and manage land resources efficiently has become the key for informatization of land resources.Based on development and application of management information system for land resources by Songming National Bureau of Land Resources in Kunming, this paper firstly described icon gathering techniques, speckle data and main technologies used for designing information system. Then, business requirements, functional requirements, data stream and non-functional requirements were analyzed elaborately according to practical work of Songming National Bureau of Land Resources. Pursuant to requirement analysis, business process diagram and business data flow diagram were obtained for the management information system, while its data dictionary was depicted. During system design, overall modules were designed according to the overall functional structure of the system, involving preliminary examination and application for approval of land plans, transfer of land certificates, land reserve, land deals, land registration, land supervision and land management. Meanwhile, HIPO charts and data processing flow chart were designed for each module. In the course of designing database, static data structure was introduced by E-R diagram (entity relationship diagram) and elaborate structure was designed for data sheet of the system. As an employee responsible for making government affairs public in Songming National Bureau of Land Resources, the author proposed his preliminary ideas, performed requirement analysis of the system and designed it. He will get involved in the design, implementation and application of this system once it is formally developed.
