| With the implementation of the "Digital Land Project" and the promotion of national "one map" work, the informatization degree of land and resources had been continuously improved. Despite all that, in some basic level land and resource departments, there were many defects in land registration management and perfect information management platforms were absent generally. However, the demands for this sort of information from government and enterprises were growing, at the meantime, the demands for data sharing and information service were growing too. Therefore, it is great practical significance to increase the intensity of informatization construction and improve the efficiency of land registration and management.In this paper, under the guidance of "process reengineering", land registration information management system was developed by 3S technology at the basic level of land and resource department, which in order to achieve the management objective of "one map", to meet the needs of the county and township land management and to improve land management efficiency.Methods were used as follows:(1) the advantages and disadvantages of existing processes were analyzed after investigating the existing land registration management operation. "Process Reengineering" was implemented with graphical geographic information management as the core while the traditional paper reporting management mode was broken. Then examination and approvals of the work was facilitated among county and township departments, hence, the efficiency of collaborative work among the subordinate and subordinate departments would be improved. (2) Land registration and management system was developed by ArcGIS Engine technology, Geodatabase and SQL Server was applied to manage graphic data of land resources and attribute data of land resources respectively, in order to associate with the graph and data. (3)In order to realize the administrative goal of "one map", the data required by county and township departments was centralized to manage and the geographic information data of various scales could be gathered in one map. Therefore, the data utilization would be improved, and the duplication of work would be eliminated at all levels of land administrative departments. (4) Land resources releasing platform Web GIS was developed based on Arc GIS Server.All the required data of production and construction were provided to the public through the Internet, which would promote the construction of service-oriented government. (5) In order to facilitate the work of grass-roots sector, this system was compatible with CAD technology so that drawings from land planning, engineering construction management system would be convenient to exchange. The system was easy to realize CAD file input and output and the quality of the map can be improved.Innovation points of this paper were:1) land registration and management of business process was optimized, and process reengineering was implemented.2) Made full use of advantages of GIS and CAD these two technologies to realize the organic combination.3) The application of the 3S technology was applied comprehensively to realize the management goal of "one map", and land resources data was released to the public through the Internet. |
