Design And Practice Of District-level E-government System Of Land Resource

As a kind of non-renewable resources, land resource is the lifeline of our country and that the people dependent on. With the development of computer network and increasing frequency of information exchange, using advanced pattern to realize the land resources effective management, using perfect GIS platform to realize the efficient collection, management and treatment of information, using convenient network to provide service of resources information and using powerful data center to realize the exchange and sharing of data, these have become the inevitable trend of land resource management.This paper according to the Shouguang practice of land resources electronic government system construction, deeply discusses the background, significance and method of E-government system in counties. From the analysis of business flows in county-level land department, the author discusses the overall designing, system and database construction and forms the framework of government management information system. This system takes the information standard, specification and security system as guarantee and relies on computer network and hardware platform. This paper analyzed the key technology that the development of land resource administration involved , solved the problems of data center construction, network construction and system integration, studied on the operation mechanism of land resource in vertical and lateral, tested the feasibility of technology development and the operability of information management and service system, summarized the experience in the process of construction of E-government system and analyzed the application prospect of county level E-government. We believe that these work and achievement will provide reference for other county's E-government system construction.
