Therefore, developing aset of talent management system for the teaching staff’ personnel management,performance evaluation and training planning and decision support for the developmentof the college, which has become an important part of the information construction ofXi’ an University of Arts&Science.On the basis of research on the status of the personnel management system, thepaper design and develop a talent management systems of Xi’an University of Arts andSciences, and provid a powerful, simple operation, maintenance convenient operatingplatform, for the talent management work. The main content:1. For the problem of the simple features of personnel management system for thecollege, by the research department of the Institute of Personnel Management, SQLdatabase facilitates faculty information changed and queried which as overallinformation database of the Institute of Personnel.2. Against the complexity of the current situation of the College PersonnelManagement, the paper plans and designs business processes and data flow, andcomplete the design of the main functions of the system and the various sub-modules.3. For the problem lacking of the basis for the development of the Institute, thepaper proposes a statistics about personnel work in wages, education, attendance,research, and training information, and finally generates various reports available foracademic leadership to develop development strategy of the Institute.4. The system uses the dual-mode architecture of C/S and B/S, and VC++andJSP development platform, and SQL database, not only to ensure the security ofinformation, but also to ensure the openness of the system.
