Under the influence of the wave of the economic system reform in our country,all over the country's media present a white-hot competition in the industry trend,with the gradual development of competition, some remote areas of the broadcast media under the pressure of competition is gradually marginalized. Heilongjiang radio aika channel has created the province and lead to the country's high rate, but with the deepening of reform of market economy and to listen to the audience's taste is increasing day by day, but also because of rate and the decline in market share both in a difficult stage of development. Under this background, the focus of provincial radio and television channel performance optimization research, to promote and stimulate the provincial radio, film and television aika channel employees work enthusiasm has larger significance, for macro channel the move is conducive to the achievement of strategic goals, implementation aika channel broadcast "inflection point" overtaking, finish the benefit goal as soon as possible, so as to achieve the model demonstration role in the same industry.Channel from the provincial radio, film and focus on the overall performance evaluation point of view, on the basis of related literatures and summarized the similar case, reviews the development of performance management, performance management of the department of radio, film and television units of analysis and summary, management way and method to find out the problem of performance appraisal management, according to the theory of performance management of related knowledge, from the current new situation of the radio management focus on core job function, radio channel configuration of human resources and personnel management order and so on, in the service of economic and social development goals under the guidance of extracting radio management performance evaluation, four important indexes of both frequency station regulation, administrative law enforcement efficiency, technology management and four major work of the comprehensive guarantee ability, and finally by the method of key performance indicators, the provincial radio, film and the focus of channel management department organization performance appraisal system for the new design, using the analytic hierarchy process to quantify index weight calculation,makes every effort to make the performance evaluation system of the department to be more perfect, highlight the objective and quantitative assessment standard, makes evaluation of comprehensive, scientific, standardized, to achieve the ultimate goal of appraisal.Through to the provincial radio, film and television channel focus on overall performance evaluation study shows that the target oriented, starting from stakeholders, based on "3 d - 2 yuan" assessment model and scale assessment method combining the performance appraisal of optimization scheme will be effective,enables the department's enthusiasm and creativity, promote active channel strategic objectives to complete, at the same time, promote the coordinated development of various departments.
