Research On Disaster Data Quality Assessment

The traditional data management methods may not be able to adapt to the new era of a large number and diversified new data,which will bring new challenges and development opportunities for data quality management.The rapid development of the characteristics of the times,also reflected in the disaster data,the specific performance of the large number of scale,resulting in fast,diverse data sources and forms.China's territory is very vast,for a variety of natural disasters to provide certain geographical conditions,2016 China's overall disaster situation and the "second Five-Year" period the average difference is not the same as the previous growth of 11%,loss of property increased by 31%,Compared to 2015 significantly,but the number of people affected by the disaster reduced by 39%,the number of housing collapsed reduced to the previous 24%.Disaster data quality has a special extraordinary significance,it is not only related to the impact of people on the comprehensive understanding of the disaster,but also the authority of the government departments and leadership,the right,high-quality disaster data can not only help to earthquake relief,But also contribute to all levels of disaster management to make the right decision-making,the development of long-term disaster prevention and mitigation plans to enhance the disaster management capacity,the majority of the community can also enhance the awareness of disaster self-help,enhance self-help knowledge,improve responsiveness and resilience.This paper focuses on the assessment of disaster data quality and establishes the disaster data evaluation framework,and analyzes the disaster data of National Bureau of Statistics and EPS data platform from the macro and micro perspective respectively.At the macro level,after the disaster quality assessment model is constructed,the fuzzy evaluation method is used to evaluate the two data platforms synthetically.At the micro level,the integrity of the two data platform samples,correctness and storage time for quality analysis.Summary of the stage of disaster data quality assessment to a certain extent by the subjective and objective factors,the existence of the lack of targeted quality standards system,the indirect impact of business processes and can not be subject to subjective factors rigid situation,put forward to establish a sound Disaster data quality management standard system,attach importance to the training of disaster information staff,give full play to the role of the media,so that the assessment of the main body of the measures to enhance the level of disaster data quality assessment,give full play to the potential value of disaster data quality.
