College is the cradle of cultivating talents for the country, which based on college’stalent training objectives. What kind of person to cultivate is the key issue for colleges.Therefore, in accordance with the relevant provisions of the country, integrated with thecollege’s actual situation, comprehensive evaluation of the students’ moral, intellectualand physical quality is the important work that each college has to solve. Along with theincreasing number of college students, the workload of Comprehensive evaluation of thestudents’ quality is increasing, the needs of implementing comprehensive evaluationsystem becomes urgent.First, the thesis presents the significance of students’ quality comprehensiveevaluation, points out the main problems, analyzes the research status of the students’quality comprehensive evaluation theory, practice, as well as the actual situation ofstudents’ quality comprehensive evaluation in Environmental Management Institute.After that, it works out the development principle, that is, the research should under theguidance of scientific development concept, and it should combine quantitative andqualitative methods.Second, on the basis of survey visit, data access, and talent training objectives andstudents’ actual features of Environmental Management Institute, it establishes asecondary index system for students’ quality comprehensive evaluation which focus onthe ideological education assessment, strengthen the evaluation of the training process,take both individual strengths and the overall quality into account, have reasonable rulesand ease of operation. In addition, it develops easy-quantitative indicators anddifficult-quantitative indicators, and uses analytic hierarchy process to set weightcoefficients of secondary index system, so that it achieves the combination of qualitativeand quantitative analysis which could ensure the effectiveness of quantitative analysisand the objectivity of evaluation result.Then, it confirms the quantitative method to comprehensively evaluate this system.It takes fuzzy comprehensive quantitative assessment of the non-quantitative indicators by using fuzzy comprehensive evaluation method, obtains quantitative results.Afterwards, it uses comprehensive weighted method to integrate this result witheasy-quantitative indicators’ quantitative data, which could get the comprehensive andquantitative results of students’ quality evaluation.Finally, the thesis takes ASP, Access and DreamWeaver as the developmentplatform, achieves the various functional modules of the system, based on that, itexploits a simple, efficient, practical, and credible students’ quality comprehensiveevaluation system. The system is put into use in Environmental Management Institute ofChina. Actually, it is running well, and it meets the actual needs of staff.
