At present, telecom, China unicom, China mobile are three giants of telecommunication operators in China. Communication industry is thriving and developing rapidly. Meanwhile, with the increasingly fierce competition in the mobile communication market, the network quality, network service and price level are the main concerns of the consumers. In this case, the voice quality of the communication nerwork is one of the key factors to measure the competitiveness of communication industry. China telecom, as a state-owned large-scale communication enterprise, pays more attention to the voice quality because voice traffic is main source of income of the present communication operators. Therefore, it is necessary to evaluate the voice quality in all aspects. However, the present evaluation methods only aim at a certain index and is limited to one aspect of the whole standard, which cannot satisfy the needs of communication operators.According to the facts mentioned above, this paper firstly summarized the advantages and disadvantages of assessment methods used nowadays.Secondly, the methods that the paper puts forward are user-oriented and more practical for communication operators. That is to say, the voice quality mentioned in the paper is not evaluated according to the traditional testing results, but the user’s real perception, which can be seen as a comprehensive measurement of the service level of communication network. Thirdly, this paper introduced the fuzzy mathematics as one of the basic theories on the basis of the original voice evaluation theory. It also analyzed the subjective and objective factors influencing the voice quality of communication network with comprehensive evaluation methods and integral method and then proposed a new method to evaluate the voice quality more objectively.The new method has been applied in my work in BenXi China Telecom. In this paper, the sound quality of the local network was evaluated comprehensively according to actual data. The new method was compared with the current evaluation methods to prove its superiority.
