With the rapid development of international economy.China's economy has entered a stage of rapid development,and with the rapid development of China's economic construction,all walks of life are actively respond to the development of competition,the use of modern management tools to speed up the internal management of enterprises.and constantly improve the quality of service,improve work efficiency.Continues to expand the scale of enterprises,distributed more and more enterprises.service outsourcing,assignment employees are becoming more and more common,increasing the number of enterprise employees,coupled with the actual situation of each and every staff of different,resulting in enterprise personnel management is becoming more and more complex,how to accurately,issued in a timely manner put the wages of workers become an important topic in enterprise management.Using the Java programming language,the SSH framework,SQL Server2008 database and J2EE platform technology and software engineering thought,and in the demand analysis on the basis of the system of overall design and implementation,the system combines the Highway Administration Bureau of personnel and salary management of the actual work processes and management methods,according to the highway Administration Bureau of personnel and salary management system needs analysis,system's main personnel information management,salary management,personnel to mobilize management,staff assessment and management four function modules.The personnel information management function module includes four sub modules,such as the establishment of personnel information,the modification of the personnel information,delete the personnel information,the inquiry personnel information and so on.The salary management function module includes six functional modules:basic salary maintenance.bank account information maintenance,member income tax information maintenance,insurance information maintenance,payroll accounting management,payroll management and so on.The personnel management function module includes five sub modules,such as personnel file transfer,personnel file transfer,retirement management,leave management,post adjustment and management.The staff appraisal management module includes three sub modules,such as checking attendance management,rewards and punishment management,performance management and so on.This paper mainly analyzes and discusses the personnel and salary management of the Highway Administration Bureau,and develops a new type of personnel management system which is suitable for the personnel and salary management of the Highway Management Bureau.The application and operation of the system,which makes the management of personnel and salary management in the company more standardized,scientific and modernized,greatly improves the work efficiency and provides guarantee for the development of enterprises.
