With the new media business developments such as the Internet, cell phones, IP TV, mobile TV with news, SNS video, a mobile device becomes an important tool for collection and sharing of video news. The mobile video streaming media editing system based on the mobile device provides not only real-time video content for professional users for major new media business platform, but the real-time sharing for mobile Internet users as well. With the rapid development of 3G networks and having more powerful, functions of mobile phones, they not only offer the possibility of the real-time video collection through the internet with rapid transmission, but provide broad application fields as well.The 3G mobile video streaming media editing system is based on a mobile streaming media service.Comparing with traditional streaming media services, the mobile streaming media service requires some advantages like having high compression rate, low complexity video encoding and reliable transmission in the streaming media system Developed. According to these features and referring to PSS technical specifications, the thesis design a 3G network video streaming service system based on MPEG-4 standard and RTP/RTCP protocol.Firstly, the thesis has a brief overview of the background and the present situation of development of the system to be developed. Secondly, the thesis basically introduces the requirement of the system, and mainly discusses the general design and the procedure design of the system based on 3G and a mobile Android flat roof. In the mobile client, with the more and more high popularity and powerful computing power of smart phones and the broadened scope of clients'options, a video broadcast system based on K-JAVA and Android platform is designed in the thesis. Thirdly, the implementation of the mobile video streaming based on 3G and Android phone is described in detail, including the developing environment, some key technologie, and so on. Finally, the thesis gives a brief summarizing of the system development and some prospects of future work.
