Abstract/Summary:
With the development of the national economy,there are more types of taxpayers and the business of tax collection become more frequently.Tax collection and management has entered the era of big data,and faces hitherto unknown opportunities and challenges.The massive tax collection pressure directly leads to the huge tax risk.Frequent tax evasion phenomenon has brought huge losses to the state revenue,which become a problem of tax collection in new period.At the same time,the construction of tax data analysis platform through tax data integration massive,using scientific methods of statistical analysis found that the risk of tax issues and to respond in a timely manner to solve the issue of tax evasion,strengthen tax regulation,effective way to protect the state revenue.Under this background,this thesis studies the design and implementation of tax risk management information system based on the combined weight analysis.The system,which is built on a comprehensive tax management information platform,takes the risk management theory as guide.It provides all related functions for risk management,including risk recognition,sort and process in order to ensure the security of state revenue.In the system the demand analysis stage,this thesis analyzes and describes the system requirements from both functional and nonfunctional aspects to define the scope of risk management,model system function,and give quality and restraint.In functional demand analysis,we use UML technology to model the business of tax department performance management,including performance plan,process management,evaluation and analysis of performance.Non-functional requirements analysis consists of 3 parts:system performance,reliability and security.In addition,the paper also gives the data modeling in the modeling process based on relational database paradigm third constraints on the modeling process,effectively avoid the redundant information in the database and data update data inconsistency,E-R graph model of the system is given.In the stage of design and implementation,firstly,the architecture design of the system is given,the performance management system for the tax department by B/S framework;in the process of system development,using MVC development framework,the system interface,business logic and data layer;demand analysis further presents the function of the system based on component.Secondly,on the basis of the E-R graph model,the relational model of database and the design of information table are described.Based on E-R graph model further describes the design model and information table of the database,in the database design and implementation using SQL Server 2014 as the database system.In the stage of system design and implementation,the risk management system for the tax department by B/S framework under the framework of B/S network deployment system are given.In the specific function design and implementation,the project uses Visual Studio as an integrated development platform,the use of ASP.NET technology in the development of MVC framework.In the process of design and implementation of function,the design of system functional class diagram is given,and then the realization of system function is described based on program flow chart and sequence diagram.The specific functions of the system include: risk identification,risk ranking and push,evaluation,risk response and risk control,in the design and implementation of risk identification function,weighted by the combination weight analysis method to calculate the multi index scan model,combination weighting analysis algorithm keep tax experts on subjective weight distribution level the analysis method,but also uses entropy method for the objective analysis of the index weight,eventually forming the combination weights combination of subjective experience and objective analysis.It has been proved that the combined weight analysis method can optimize the risk ranking to the maximum extent,and provide accurate data support for the tax inspection work to provide the scope and the priority of the audit.Finally,the thesis gives the system test including function test and performance test.The black box testing method used for functional testing,4 functional modules are unit testing;in the performance,the performance indicators through pressure test software testing and statistical system,the test content includes: the use of the corresponding time,CPU and memory capacity rate,the stability of the system,and the ability of fault recovery.According to the results of module test and stress test shows that the performance management information system design and implementation of the tax department can meet the performance management of the tax department at the provincial level within the administrative area of business needs and achieved the design goal.
