Measuring The Degrees Of Openness Of Chinese Open Access Journals Based On Open Access Spectrum Evaluation Tool

OA journals provide free access for users,and no longer invoke copyright to restrict access to the materials they publish.OA journals are one of the main ways to achieve open access,their scale and influence are expanding.However,due to the differences in purposes,policies and other aspects,the degrees of openness of OA journals vary widely.At present,the researches on OAjournals in China is mostly about the status quo or the quality,and no comprehensive evaluation of the degrees of openness of OAjournals in china.Therefore,in order to improve efficiency of literature and information collection for readers,to offer submission choices for researchers,to provide periodicals collection advices for scientific research institutions,to provide a direction of O A journal management for publishers,measuring the degrees of openness of Chinese open access journals is needed.Based on the open access spectrum(OAS)evaluation tool proposed by SPARC and the current situation of Chinese OAjournals,especially the status quo of periodical website construction,the evaluation index of periodical website construction is increased.Using the improved evaluation index system,this paper makes a study on 92 Chinese OAjournals on DOAJ.This paper measures the degrees of openness from 8 indicators,including reading rights,reuse rights,copyrights,author posting rights,automatic rights,machine readability and periodical website related information,web accessibility.Finally,through the analysis,this paper finds out the shortcomings of openness of OA journals in China,and prospects the future development trends of Chines OAjournals' openness evaluation.The result shows that OAjournals in China are in small number,low openness,and unbalanced in the peiodicals and the disciplines.Judging by the OAS evaluation tool,the international publisher groups in various indicators,especially machine readability get more scores than other publishers.From the perspective of periodical website construction,the information of periodical is not comprehensive and complete.There are some problems such as policies between statement and implement,as well as policies between English and Chinese websites are different,and the normative websites constructions need to be improved.In view of these problems,this paper proposes some suggestions on the use and management for the readers,researchers,academic institutions and OA Journal publishers.
