The current world is experiencing an information explosion era, the amount ofinformation increases exponentially at a dramatic rate. An essential skill which is necessaryfor people living in this rapid changing world is how to find the information they need frommultifarious material. Similarly, in order to complete academic studies, researchers need toaccess a large number of academic papers and various literatures. Based on the informationand knowledge which is derived from other relevant academic papers, the researchers are ableto determine their final direction of research. In the process of studying relevant literature, acrucial issue for researchers is how to maintain the completeness, comprehensiveness andefficiency of their study simultaneously. The emergence of periodical databases provides aperfect solution. As Internet and digital technology continues to evolve and mature, thecondition of supporting hardware and technical level for periodical database are improvedsignificantly, thus the development of periodical database ushers in the best era. This databaseis capable to digitize almost all of academic papers and documents that can be digitized, andoffers them to public for retrieving and studying, which greatly improve the efficiency ofresearching and avoid the omission of useful information.The main purpose of this paper is to analyze the current situation of periodical databasein China in the light of studying three important factors involved in the operating process. Thefirst one is database operators who possess a large amount of academic resources and provideservices to users. Throughout the operating process of several main database operators, suchas China CNKI, CVIP and Reading Shows, there are some problems exist in the process ofrecording journals, academic papers and related documents, remunerating authors and pricingperiodical database. Secondly, users of periodical database are mostly universities, researchinstitutions and libraries. This dissertation discusses whether the service they receive isworthy of their payment to database providers, and investigates whether their rights areinfringed by periodical database operators. Lastly, the role of relevant governmentdepartments should be emphasized in the legislation process. Government is responsible for making policies related to periodical database and regulating and supervising the operation ofsuch database to protect the interests of academic authors and public users.Finally, this paper also does some research on the outstanding foreign periodicalsdatabase (for example, Elsevier database), including analyzing the contents of the Elsevierdatabase. From the span of time, it can be traced back to the first phase of "The Lancet" in1823. Meanwhile Elsevier is also an authoritative and comprehensive database in somerelevant scientific fields (for example, medicine and biology). All papers in the Elsevierdatabase are required to be audited by a research review committee consisted of many expertsin the relevant scientific field during the recording process. Hence the quality of papersincluded in the database is ensured.Combined with my less mature and comprehensive analysis, this paper attempts to makesome suggestions for the development of periodical database in China, including expandingthe scope of the database, enhancing the international effect of the database, and facilitatingthe protection of authors’ rights and interests.
