Open Access Journals, as a new,free,academic electronic journal, now there are about ten thousand ones in the world , and covere almost all subjects. In some domain such as physics and biomedicine, the quality of Open Access articles is acknowledged by users and being embodied by SCI. But for the suspicion of free network resources, the academic worthiness of Open Access Journals is not valued abroad,objectively and truly. Furthermore, recognized production about Open Access Journals evaluation is not appeared. Absence of consulting criterion, it is puzzled for users to choose good Open Access Journals, and also restrict the development of Open Access Journals.Here we bring forward the idea of multi-indexes about Open Access Journals evaluation, and pose nine evaluating indexes combined the characteristic of Open Access Journals, then we analyze detailedly on the needness,feasibility and maneuverability of each index. Consulting the peer-reviewed suggestions ,we get relative weight of each index, and further constract the evaluating system of Open Access Journals. During the course of evaluation of 44 chemical Open Access Journals being embodied by DOAJ, we choose six indexes such as P,IF-SCI,IF-SE,LP,M,C and based on different weight to judge of core journals. Here we also discuss emphasized about the problems in data gathering and the corresponding settlement. In the end, we select the core 13 journals. The result validate the practicability and rationality of the evaluating system of Open Access Journals.The result shows the metrical core journals have a better consistency with the outcome ranked by IF of SCI, and they have the same 10 journal in each 13 journals. The indexes system on Open Access Journals can evaluate journals comprehensively about their academic worthiness and networked forces. Because of the dynamic trait of data gathering, it can single out good new journal rapidly and betimes, nay the metrical outcome reflects actual demand of terminal users.
