With the advancement and development of network technologies in modern times, the number of Internet users in China has increased year by year. According to the data acquired from the Internet Information Center of China, the Internet scale of China is as huge as 700 million users up until June, 2016, therefore, it is inevitably becoming the main channel for the reflection and transmission of public opinion. Nowadays, more and more people choose to express their thoughts and ideas in network channel because of its characteristics as freedom and confidentiality. With rapid growth and development, the social media platforms have become an important part of our lives. People are inclined to communicate and interact with one another in the instant and efficient way. Moreover, they are also willing to express their ideas and appealing in social media. Social media has gradually become the highlight for ideological and cultural communication and the enlargement of public opinions with rapid growth of the number of Internet users. More than 700 million Internet users discuss public affairs, express their appealing for their own interests and pay attention to the current situation and hot topics in Micro-blog, WeChat, forums and other social media platforms. In this way, a public opinion field for citizens which is different from the traditional official ones is gradually formed.As the discourse in traditional official public opinion field is relatively limited and its transmission speed is relatively backward, the discourse of public opinion field for citizens in China is gradually becoming stronger, sometimes, it may even affect the official public opinion field. When the rights of citizens are infringed or their personal safety is threatened,they choose to make their voices heard in social media as Internet users. In this way, they hope to be attended, supported and assisted by more people for resolving the crisis or difficulties they confront. At this time, it is particularly important for these Internet users to correctly adopt the individual strategies and make their voices heard in the social media appropriately so that the transmission of public opinion is optimized. Finally, their rights and interests are protected and safeguarded in this regard.Firstly, the paper tries to distinguish the concepts related to social media, the transmission of public opinion, the setup of topics and so on. Secondly, it makes preliminary discussion on the definition, characteristics, status and the role of personal strategy for public opinion transmission in social media. On such basis, the paper puts forward the application principle for personal strategy used in public opinion transmission in social media by analyzing the personal strategy used by Wanwan who was the victim of the attacking evens happening in Beijing Wangjing 798 Heyi Hotel in April,2016.The innovation of the paper lies in the exploration of the definition, characteristics, status and the role of personal strategy. It preliminary summarizes some characteristics of personal strategy for public opinion transmission in social media, sums up the role of personal strategy for public opinion transmission in social media and puts forward the application principle of personal strategy for public opinion transmission in social media. The author believes that personal strategy can arouse the attention of the public so that the transmission of public opinion is maximized and the legitimate appealing of the citizens is made as long as it is used properly. However, social media is not a place outlawed, so we still have to comply with the relevant laws and regulations in social media. Only in this way can we safeguard our rights and interests in a legal and proper way.
