Research And Development Of General Evaluation Management Information System

Bid evaluation is a crucial step in the biding process.Whether the evaluation method is scientific or not,directly determines the fairness and justice of the evaluation process,determines whether the interest of both sides of the bidding can be guaranteed,so it is of great significance to build a scientific and reasonable evaluation model and develop an evaluation management system.This paper first reviews the domestic and foreign evaluation system and evaluation method of the status quo,on this basis,design a general evaluation system model.The model is divided into three parts,the evaluation index system,the index weight and the evaluation system.The two part is the research and design of the index weight and the evaluation system.Part in establishing evaluation index system,uses is the expert investigation method,after the relevant personnel to establish a scientific and reasonable evaluation index system;Index weight division,using the analytic hierarchy process,Delphi method and BP algorithm combined with the method of index weight,so that the index weight not only reflects the decision maker's subjective experience information and reflects the objective information,so as to improve the scientific and reasonable weight division,Using the BP algorithm to divide the weight of the system index,avoid the complexity of the weight of the index and the subjective initiative,and the connection weights of the initial parameters of the training.Then,the functional requirements analysis,overall design and main functional modules of the general evaluation management information system based on the model of the evaluation system.Finally,the general evaluation management information system is realized,and the main function module is given.At present,the system prototype has been developed,and through the calculation and verification,to achieve the expected goal.The general evaluation system established in this paper can provide the reference value for performance appraisal system,quality assessment system and other assessment systems.
