In this thesis, a conception of building a general program of earthquake disaster prevention and mitigation information system has been proposed from the angle of standardization and generalization, based on the summary of recent years' researches on the information system and the analysis of commonness between several systems. Meanwhile, PEDEIMS, the general program of urban earthquake disaster evaluation and its information management system, is developed on ArcView 9.0, the application platform of ArcGIS, based on the real investigation data about Longyan city in Fujian Province.The main work of the author is as follows:The fundamental function modules of PEDEIMS are established according to the code for earthquake disaster evaluation and its information management system and the comprehensive comparison and analysis of various information systems. The design of structure, functions and data stream of each module are accomplished and the program codes are compiled in VB language based on COM and AO development technology.The general interfaces are embedded in the framework of PEDEIMS. In order to realize PEDEIMS' generalization and compatibility, it is indispensable to call special calculation models freely, which can be implemented by designing the interfaces, standardizing the formats of class functions in DLL or EXE files, and establishing the rules for data input and output.The system database of PEDEIMS, which is logically divided into initial database and final database, is constructed based on SQL Server 2000 and ArcSDE Geodatabase which is applied as the basic data model to store special data and attributive data. Besides, the accessing mechanism for system database, the way of data input and storage and the specific contents of initial and final database are described in details.In terms of calculation models, seismic hazard factors (SHF) method, a simplified earthquake disaster evaluation method for group buildings, is proposed in this thesis. Firstly, in this method, several factors that deeply influence the predicted results of earthquake disaster of buildings are defined in the light of the experiments. Secondly, the numerical value of each factor is preliminarily determined by contrasting and analyzing the actual seismic hazards. Thirdly, the seismic hazard indexes of buildings are calculated by multiplying the value of each factor and then the relations between the indexes and the destructive levels of building are statistically obtained. Finally the predicted results will beinduced from the comparison between the index and the data table about the relations. Besides, the calculation models for other aspects, such as earthquake disaster evaluation for single building and lifeline engineering, dangerous nature prediction for secondary fire in earthquake, the evaluation of economic loss and casualties, are introduced one by one. Furthermore, all the calculation models mentioned above have been compiled into DLL files in C and VB languages to provide for users.At the end of the development of PEDEIMS, it is necessary to debug modules and finish error-handling on Arcview 9.0 application platform. After this, the main interface and menus of system program are designed through the custom function provided by Arcview 9.0. Finally, PEDEIMS, the general program of urban earthquake disaster evaluation and its information management system, will be established after integrating modules which have been well debugged and connecting the system database to the system program.
