In recent years,Chinese government is paying more and more attention to people's livelihood.The work of people's livelihood has become an important content and evaluation standard for implementing the scientific concept of development and building a socialist harmonious society.In such a social environment,the concept of "people's livelihood archives"came into being.As the original record of people's livelihood,people's livelihood archives has an important reference on solving the problems of people's livelihood.With the development of social life,The use of people's livelihood archives becomes more and more.Archives academia and archives administration carried out a series of theoretical research and practical exploration to people's livelihood archives.After 10 years of development,China's livelihood archives work has achieved remarkable results,but there are also a series of problems.Supply and demand imbalance,structural imbalance,management imbalance,has brought a lot of obstacles to the people's livelihood.The government is very concerned about how to achieve the sharing of people's livelihood archives resources.In recent years,with the development of social information,the rise of e-government,the development of archival information and the progress of information technology,the conditions of resource sharing are becoming more and more mature,and the practice of resource sharing is gradually emerging.As a mega-city,Nanjing has a higher level of economic development.The e-government of Nanjing started earlier,and "wisdom Nanjing" project construction has achieved remarkable results.Coupled with the development of digital archives,the sharing condition of the people's livelihood archives is basically mature.In recent years,the measures taken by the Nanjing Municipal Government have made remarkable achievements.However,from the practice of sharing the resources of the people's livelihood in Nanjing,we still see many problems.This paper combined with the actual work,based in Nanjing,focused on the specificity of the work of the people's livelihood archives and the feasibility of cross-field archives sharing,from the perspective of government management,research the establishment of resource sharing mechanism of people's livelihood archives.The purpose is to build a complete,scientific and practical theoretical system to promote the development of people's livelihood resources sharing work,so as to better serve the government livelihood services.The paper is divided into six parts.Chapter 1 introduces the background,purpose and significance of the topic,the relevant research situation at home and abroad,and the research methods and innovations of this paper.Chapter 2 introduces the connotation of the people's livelihood archives,lists the people's livelihood archives category,emphasizes the important role of the people's livelihood archives,analyzes the current situation of the people's livelihood archives management and finds that there is a serious imbalance of supply and demand,structural imbalance and management imbalance.This paper puts forward the connotation of the sharing of people's livelihood archives and points out the principle of sharing the people's livelihood archives:people-oriented,equal and mutually beneficial,safe and reliable.According to the current reality,summed up three implementation modes:centralized,horizontal and mesh modes.Chapter 3 is the study of the situation of the archives sharing in Nanjing.The paper chooses four cases of sharing of people's livelihood archives:Nanjing archives system sharing platform,Nanjing housing accumulation fund and real estate information sharing system,Jianye people's livelihood archives remote utilization system and "my Nanjing" public information platform.Through the case analysis,this paper summarizes the main problems of the sharing of the resources of Nanjing people's livelihood:the scope is small,the content is single,the use is inconvenient and the benefit is not good.Chapter 4 analyzes the causes of these problems and raises six constraints:organization and leadership,system construction,technical support,capital investment,standardized management and team building aspects.Chapter 5 puts forward the path and measures to establish the resource sharing mechanism of regional people's livelihood archives for the questions and reasons,including strengthen the organization and leadership;establish work norms;consolidate the network foundation;improve the management level;improve the staff business ability.Chapter 6 concludes the main points of the paper and puts forward two problems that need to be further studied:First,the imbalance of the development of the people's livelihood and archives work;second,the interconnection problem of the sharing of resources among the people's livelihood.
