Design And Implementation Of Information Management System In Civil Affairs Grants

With the rapid development and extensive application of Internet technology,human society has gradually entered into the era information technology which is core of the knowledge economy from the industry economy.The level of information has become an important sign of modernization and comprehensive national strength of a country.As part of the government administration in charge of social administrative affairs,the civil affairs department exercises many important functions of the state administration.The civil affairs work is of great importance at safeguarding the basic rights and interests of the people,mediating social contradictions,promoting social equity,maintaining social stability and promoting spiritual civilization.Therefore,the level of informatization is an important guarantee for improving the quality,efficiency,social credibility and building a people's satisfaction with the civil service.It also enhances the people's satisfaction with the civil affairs work,strengthens the trust of the government,maintains the image of the government which aims to serve to people,promotes the civil health subsidies and healthy development of social undertakings,and makes positive contribution to build a harmonious society.Through business research and demand analysis,using object-oriented development model and modular design ideas,using Microsoft's Visual Studio 2010 integrated development tools,C# programming language,Oracle11 g as a database,this paper designes and developes a county civil affairs subsidy information management system.The main contributions of the thesis are as follows:1.We carry out thorough demand analysis of business work,workflow and business demand of subsidy business such as people-benefit position,charity supermarket and inhome elderly care from the people-benefit help center and home pension && charity in a county civil affairs bureau.2.Based on business needs of three civil affairs businesses,combining with the basic software engineering development and structured-modular design ideas,we complete the overall design,preliminary design and database design of the information system.3.We define the main function of each function module of the system which includes data maintainence,system administration,application verification,subsidy management,subsidy settlement and query analysis,clarify the relationship between each function module and completed the data structure,interface design and coding of each function module.Finally,we have designed prototype of the information system.4.System testings including monomeric testing,combined testing and performance testing are made over the prototype.Testing results show that the information system can meet the three subsidy businesses needs of civil affair service which can achieve stable,efficient and accurate expectations.
