With the fast development of Higher Vocational Education, the scale of higher vocational colleges has been continuously enlarged. Teaching affairs is the core management of institutions for higher learning and the workload is quite heavy. It’s quite difficult to rely only on traditional management, even running the risk of failing to fulfilling teaching affairs management task. However, the current high school teaching affairs management information system is not quite satisfying. The developers are not familiar with teaching affairs management work and haven’t got specific conceptions. The teaching affairs management doesn’t have clear workflow, complete functions and flexible work reports. Meanwhile, the teaching reform in higher education makes the teaching affairs management mode change frequently and there exist great differences between high schools’teaching affairs management, therefore, it is unrealistic and unscientific to pursue a teaching affairs management information system that includes various teaching affairs management modes in high schools.The research aims to develop teaching affairs management system software suitable to SPTC, with the system development environment using.NET platform, ASP.NET and C# language, database using SQL Server2000 and IIS web server technology. The paper has analyzed the teaching administration system and mode and teaching affairs management workflow in SPTC. According to the teaching administration mode and characteristics in SPTC, making full use of advantages of domestic popular teaching affairs management information system and based on the developing process of software engineering, the paper has carried out demand analysis of teaching affairs system adopting object oriented method, which includes functional requirement analysis, non-functional requirement analysis, building use case model, system sequence diagram, activity diagram and relation class diagram using unified modeling language UML; The paper has also undertaken system design which includes system architecture design, function module design, user interface design and database design, given some program flow chart and arithmetic description on some important function modules. During the designing process, the system focused on simplification and extension, function and efficiency.The development and trial operation of the system has improved the teaching affairs management work efficiency in SPTC, avoiding a lot of simple repetitive work and facilitating the informatizaiton and cyberization of teaching affairs management, therefore, it has been well received by all the teachers and students in SPTC.
