China Mobile 4G(TD-LTE)commercial network construction began in 2013,its use of TD-LTE technology is China's independent support of property rights of communication technology.Because of its autonomy and advanced technology,the construction of 4G is supported strongly by the country.China Mobile TD-LTE network is the fastest-growing,most extensive coverage of the 4G network,has become the world's largest,most users of the 4G commercial network.The city's 4G network has gone through two phases of construction projects,now has a considerable scale to meet the residents of the city's basic needs of mobile communication services,LTE network quality,but there is still much room for improvement.The main work of this project is to cover the network deeply,cover the indoor area of Xicheng station,school,workplace,residential building,underground garage and so on,and increase the network coverage rate;and add the base station capacity to the insufficient density area Shunting,increase the maximum capacity within the region and customer satisfaction.In addition,this project has also carried on the VoLTE function to the network to upgrade,the unsupportedVoLTE base station and the core network equipment are transferred to achieve this function support.In this paper,the third LTE base station construction project of the city is as a research object,a more detailed risk management research.In this paper,process-based risk factor identification is carried out according to the process of project implementation.The risk factors are quantitatively analyzed using the probability of risk,and the key risk factors are found.The risk response measures are identified,Focusing on the project communication and coordination of the risks were analyzed.In this project,the dynamic risk analysis method is adopted to calculate the probability of the risk factors,the probability and influence degree of the risk factors are calculated according to the experts' opinions and the actual project respectively,and then the two formulas are combined together according to the calculation formula of project progress.The degree of risk may progress with the progress of the project changes,and as the progress of the project progress,the risk factors of the actual risk of the impact will be stronger.Therefore,the method is more able to reflect the actual project.The project developed a risk response strategy to identify the risk factors,focusing on the risk of project organization and coordination aspects of the analysis.In order to reduce the impact of the project risk factors on project progress,In accordance with the project schedule,the project has formulated incentive measures to encourage construction enterprises to minimize the project duration.
