Design And Implementation Of Co-construction And Sharing Information Management Platform Of Communication Infrastructure

To implement the requirement of Ministry of Industry and Information Technology(MIIT) and Provincial Government to co-construct and share communication infrastructure,we proposed a plan to build a communication infrastructure co-construction and sharing management platform of Liaoning province, and we requested the relevant units and departments to support the project. The communication infrastructure co-construction and sharing management platform of Liaoning province is projected and designed under this condition, and it achieve a shared work of online public service execution management in accordance with the relevant provisions and norms.The paper and the functional design of the whole project is completed according to the implementing scheme of engineering construction of the communication infrastructure co-construction and sharing management platform of Liaoning province,mainly completed the following work:(1) Making an overall planning for the project, based on the requirement of the communication infrastructure co-construction and sharing management platform. Clarifying the overall objectives, system structure, design content, basic principle, hardware and software environment of the structural design of the communication infrastructure co-construction and sharing management platform.(2) According to the application structure of the system platform, we provided the application rules and proposed the corresponding application mechanism of the communication infrastructure co-construction and sharing system, and offered the logical structure of the system platform.(3) We provided the system functional planning from the aspects of systemic functional logic and functional architectural according to the functional requirements and project offered by the Telecommunications Administration and communication operators. And we finished the functional logic design according to the achieving function of various applications.(4) We developed the corresponding business process, according to the system application business requirements. And we developed a detailed design programs pointed at the system application management, resource management procedures, and system maintenance procedures.The practical application demonstrates that the design scheme constructs the executive management and implementation supervision electronic platform between the provincial and municipal official, realizes the co-construction and sharing resources information sharingand collection, data storage, centralized dynamic resource information retrieval, consultation utilization, collaboration and real-time monitoring function; realized by the main construction initiated partners, coordination, regulatory supervision law enforcement process and the corresponding function system, and promotes the centralization, standardization,information management and sharing resources on the basis of the communications industry in Liaoning.The development of management platform for sharing resources on the basis of communication, not only greatly saves the construction funds and public resources required by communication infrastructure, but also avoids duplication of development and extensive construction. I promotes communication operators with economies of scale caused by sharing, and improves communication services and communication quality of the operators.The design uses the modern information technology to achieve the construction of application management system software, the design of the application software development and database design.
