Therefore, departments at all levels of Shandang government should insist "three represents" theory, establish and implement "the scientific concept of development", Strengthen the construction of the ability to govern and comprehensively build a moderately prosperous society, fully understand the great strategic significance to speed up building an ecological province, and continuously push forward the development of building an ecological province. And they should pay attention to the expert advisory function on the aspects of the formulation of major policies and programs involved by the construction of ecological province and the determining of the major ecological construction and environmental projects. We develop Ecological Province Construction Decision Management Information Sharing Platform relying on the construction of "digital Shandong".In this paper, it uses the design ideas of software engineering and UML to describe the design and implementation of the system by system requirements analysis, system design and detailed design, system database design, system realization and system testing, in the phase of requirements analysis, it describes the system functional requirements by use case analysis and use case diagrams; On the basis of needs analysis, it describes the realization technology of the system and technical architecture design; Meanwhile, it divides the system functions, and describes the functional architecture and the detailed design process of the system by class design and timing diagram; In the phase of database design, it describes the database conceptual model and the physical structure design; In the phase of system realization, it describes the functions which the system achieves through the codes of some function parts; Finally it describes the parts of the system functional test cases.The system uses Java programming language and JSP technology which is more popular currently, and bases on B/S model, and it describes the complication of the structures of the system architecture by SSH (Struts+Hibernate+Spring) framework and finishes coding; It realizes the functions such as user management, index management, file management and key project and technology management. It achieves the functions such as user group, user review, user information management and personal information maintenance through the user management module; it achieves the functions such as index classification management, index project management and index standard management through the index management module; it achieves the functions such as file classification management and file upload through the file management module; it achieves the functions such as key project classification management, key project management, key environmental protection technology management, technical classification management and industry classification management through the key project and technology management module.By the building of Ecological Province Construction Decision Management Information Sharing Platform for Shandong to comprehensively collect and analyze the information of the construction of ecological province and development dynamical status of domestic and foreign areas, it realizes information resources sharing among the departments and provides the scientific basis for decision-making of all levels of government and management departments.
