Government procurement has always been one of the important functions of the government. The government electronic procurement way has been paid more attention and widely used. But in China, due to weakness of the network infrastructure and other objective reasons, government electronic procurement is still in the primary stage. To sum up, how to build an efficient, scalable, and relatively comprehensive government procurement platform is an urgent issue.Developing the government procurement application platform which is highly efficient is currently being studied hot issues. Network procurement management system realized in this thesis link the basic information management, government procurement bidding process with the relevant auxiliary management module. Ultimate goal is to improve work efficiency, realize information openness, and trade modernization.This paper is to design and implement the application program in accordance with the object oriented design idea. In order to realize the government procurement business from the paper phase of the key step in the electronic information phase. According to the RBAC model theory, the system user group is described in detail. The system users are mainly divided into the evaluation expert, the agency, the supplier, the buyer and other basic role. According to the basic principle of the three layer system, the application software is divided into data layer, function layer and presentation layer. In the design process of the functional layer, paper implements the system management, electronic contract, electronic bidding, electronic counter beat, protocol order and other business functions module. In this paper, the flow chart reflects the electronic bidding module, electronic backhand module agreement warble enough module operation processes, in the electronic bidding module which has increased the designated agency and random sampling function, and use the system interface in the system to add a digital certificate and the expert database to extract the expert and other innovative business. This paper analyzes the various entities in the system, and concept structure of the background database is demonstrated by using E-R diagram.Last, this paper has carried on the exhaustive function and the performance test to the government electronic counter purchase system. System test results show system can meet the needs of government procurement business.
