Generally, bidding systems for government procurement centers only issue tender notices on the Internet. Most phases of work flow are completed off-line. Such bidding style is less efficient, and easily increases human cost. This thesis aims to design and implements an integrated application platform of online bidding process for government procurement centers. Corresponded, all bidding business of government procurement centers can be fully processed online, which is a part of so-called e-government.This thesis designs and implements an online bidding system for government procurement centers. The system is constructed by using J2EE framework. Both e-commerce and online payment technology are exploited in this system. This thesis firstly identifies different types of user groups related to bidding business. Successively, this thesis analyzes bidding process thoroughly, and constructs use-case model, structural model and behavioral model, respectively, by using the unified modeling language (UML). Moreover, this thesis addresses the conceptual design of the online bidding system. Detailed design is showed gradually, which includes design of several key functional models, design of graphical user interface, and design of database. Finally, implementation of several key functional models are depicted, such as user login with initialization, approval of bidding bulletin, online bidding, and online payment of bid bond. Test results include that the system is steady-going, and can match expatiations of development. What's more, the system is validated to in accord with the requirements of bidding business for government procurement centers.The system can be applied broadly, because it can effectively update the traditional mode of bidding business for government procurement centers. Therefore, this system is a desired comprehensive application platform for government procurement centers, procurement users, and suppliers.
