Through establishing an online tender management system, the level of management of government procurement can be effectively improved; and it can resolve not standardized and low level of information sharing problems in the procurement management.Government procurement online auction platform contains five main functions: bidding management, bid management, evaluation management, procurement management, and system management. By placing the system into the data layer, application layer and the presentation layer three levels, the system has a low coupling, high cohesion and ease of expansion features; Through introduced in tender management and vendor qualification in bidding management, it can improve the bidding process norms and supervision; through set up automatic scoring and experts score two links in evaluation management, it can ensure the fairness of the bid evaluation and increase professionalism.In this paper, online bidding centers meet government procurement and procurement business platform based on actual demand, in-depth research at home and abroad the presence of various online auction procurement system, analyze their strengths and weaknesses, realistic analysis on the basis of design and to achieve a more complete and useful online auction procurement system. The system use UML for system functional requirements analysis and design, use.Net and MVC design patterns to achieve the government procurement online bidding platform. The system implements the management of government procurement online auction most of the functionality, with strong versatility and practicality, operation fast, simple, and friendly man-machine interface, high degree of visualization. |
