The wine culture in China has a long history. According to incomplete statistics, there are nearly ten thousand wine brands and almost a hundred thousand kinds of wine in Chinese wine trading market. After the long-term development, the wine trading market in our country is expanding continuously and its circulation patterns are becoming more and more diversified. However, influenced by the domestic and overseas economical situation as well as the Chinese macro policies, new changes emerged in the Chinese wine market. In addition, the circulation patterns and consumption habits are also changing gradually. In order to deal with the new situation changes, the circulation industry of the wine has entered into a new round of adjustment phase and shuffle period. In the current age with industry development led by data, the support and testifying of the data is the important basis of establishing standards of various industries, regulations on administration as well as policies and decisions, thus promoting a more healthy and orderly development of the wine circulation industry. The establishment of the wine circulation management statistical monitoring system has laid a foundation for a timely understanding of the business condition of the wine circulation steps. Good operation and maintenance of the system will enable us to get important indexes and data in time, such as:the sales volume, storage condition, unit price as well as comprehend the consumption trend and tendency of the wine circulation industry. However, in the operation and maintenance of the wine monitoring system, because of the enormous system, multilevel users, complicated data, changing surroundings and other factors, there might be some risks issues. Furthermore, there are even more multi-variant elements of bringing the risks and more serious results caused by risks problems especially in the operation and maintenance of the monitoring system.In the operation and maintenance of the alcohol monitoring system, the enormity of the system, multiple classes of users, complexity of data, changes of the environment can all result in certain risks. Especially for the operation and maintenance of data monitoring system, factors that can lead to risks are more diversified and consequences of the risks are more serious.The paper identifies risks that exist in the operation and maintenance of alcohol monitoring system. In the meantime, the paper also sorts out the processes and contents of the operation and maintenance. WBS, an analysis methods, is applied to analyze potential risks that exist in every unit of work. Then, the paper adopts common knowledge, experience and judgments to analyze why the risks can exist in the operation and maintenance. Meanwhile, according to characteristics and causes of the risks, these risks are classified into three types, which are managing risks, business risks and technical risks, which should be dealt with different strategies. For managing risks, sorting-out process, power and responsibility definition, accountability matrix construction should be applied. To control business risks, developing professional training, sorting out and setting business processes and improving business documents should be applied. For technical risks, increasing software tests, strengthening system security and data backup and improving system assurance should be applied.The research aims to find main causes of risks in the operation and maintenance of alcohol monitoring system through identifying and analyzing the risks. Besides, effective solutions to the risks are proposed. Based on this, the paper sorts out common problems in the operation and maintenance of information systems and fosters a standardized and informationized control of risks in the operation and maintenance.
