In the context of economic globalization, information technology is increasingly becoming an important driving force for social and economic development. At present, China's telecommunications industry has entered a stage of full development. With the fierce competition in the whole business started, to meet the high real-time operation of the whole network and IT support requirements, it's very important to enhance the entire network as soon as possible within the scope of IT operations service capabilities. Therefore, IT service management (ITSM) has become essential.Under the guidance of China Telecom Enterprise Information Strategy Planning (ITSP), Henan Telecom decentralized IT systems from the local network-based system, step by step into a province of centralized deployment, in line with standard CTG-MBOSS system. With respect to IT Technology system, IT management and control system should be perfected. The need is urgent to introduce the concept of IT service management and methods to achieve balance between technology and control, to improve IT operational efficiency and quality, to enhance internal and external customer satisfaction.IT service management system is the important technical method of IT service management for Henan Telecom. The research, design and implementation of IT service management system for Henan Telecom are object-oriented and hierarchical management approach. System modeling, software architecture, hardware and software platforms use current mainstream technology. This system shall be accepted by IT problem-solving and processes-collaborative to improve IT efficiency, but also achieve the Group IT service management and telecommunications docking platform to enhance China Telecom's IT services vertical coordination ability. It will help to meet the need to operate and manage the whole network of China Telecom.According to the actual demand of IT service management system for Henan Telecom, this paper introduced the background, meaning and main content of the system. It established the goal of building the system, designed principles and evolution of the planning. This paper analyzed the system requirements and related technologies. This paper carried out the system architecture, detailed function and system interfaces. This paper also described the system implementation and application of programs to promote and affect the system. This paper has conducted the following work:1. Study seriously the concept of IT service management and systems, in-depth understanding the IT service management standards of China Telecom. IT service management status and problems of Henan Telecom were describe, and IT service management system requirements and development goals of Henan Telecom were erected.2. On the basis of a clear demand, design selection and technical expertise such as J2EE, UML, workflow and related technologies were introduced. IT service management system positioning and system design were proposed.3. Determine the design principles of IT service management system for Henan Telecom. System architecture,6 function modules, system capabilities, interface programs were designed in detail.4. Realize of event management in the IT service desk configuration and the formation of a typical application. Comb and regularize IT service management processes, implementation issues, needs, changes and other IT services to the process of implementation. Regularize business support system routine maintenance plan. Realize of the end to end monitoring and alarm processing of the key business. Implement of configuration management and system management. Use system security measures and flexible interface options.5. The platform selection, software and hardware configuration list, construction programs of IT service management system were proposed. The system evolution line and 6 functions to achieve great results and promote the application characteristics were described.6. The design and implementation problems, solutions and experiences of IT service management system for Henan Telecom were introduced. The directions and recommendations for system improvement were proposed.
