In the 21st century, industries are beginning to move towards the era of big data. Among them, banking is a leading industry of the information construction. In China, the banking industry developed and grew up rapidly, especially urban commercial banks and rural commercial banks rose up like mushrooms after rain. Simultaneously, a large number of foreign banks settled in china. Therefore, the banking industry is facing increasingly fierce competition. In order to stay ahead in the competition, the banking industry has higher demand in aspects of information construction.This paper firstly introduces the current ERP study and implementation status in China and abroad, and point out the current ERP application status and special requirements of small and medium-sized banks. On this basis, the paper emphatically analyzes the current demend of the small and medium-banks in background business management and cost control, and analyzes the unique advantages of HEC expense control system, which was developed by HAND,a local enterprises. Secondly, the paper introduces the whole process of requirement design, database design and system testing in detail, and shows how HEC expense control software is designed and implemented in small and medium-sized banks.On technical aspect, the HEC system is based on the business requirements and user's habits of Suzhou Bank. It mainly utilizes developer series as development tools and PL/SQL as the procedural language to take secondary development of HAND HEC system.In the design of system function, HEC system of Suzhou Bank mainly includes budget management module, expense management module, account management module and payment management module. Budget management module includes budget journal import, budget system settings, budge contral rule settings and other functions. The expense management module mainly includes the functions of inputting the reimbursement documents and approving. The account management module mainly satisfies the function of automatically generating the accounting information and sent to the General Ledger system; the payment management module is mainly used for paying the reimbursement documents. In addition,the expense control system can also dock with the external system through the interface. When Documents are approved, the HEC system supports mail alerts, image review, mobile approvals and so on.The case of HEC Financial Management System mentioned in the paper, was implemented successfully, from November 2013 to September 2015, which lasted almost two years. It is a typical case, which was implemented successfully in city Commercial Bank. Look forward to providing a reference for the information construction of commercial bank, especially the small city commercial banks, by analyzing and showing this successful case.
