Issues of agriculture, farmer and rural area have been a major event in the relationship between China's economic progress and social stability. "Agricultural loans" is an advance policy to help launch agricultural raised by government and financial institutions together. Relevant developments to individual farmers and agricultural enterprises relieve financial pressure in part, to promote large-scale agriculture, industrialization development. However, due to the poor infrastructure in rural areas of information technology, information relative occlusion, resulting in credit risk-resisting ability serious shortage of farmers, thereby causing adverse agro-credit phenomenon frequent in agriculture-related loans that banks approve the transaction more stringent, cautious resulting in unreasonable distribution of agriculture-related loans and lending money is not in time, which in turn produce economic constraints and repayment ability of farmers, thereby gradually making agricultural loans into a knot, which can not be untied.With the rise of micro letter to the representative of the new mobile instant messaging tool, more and more individuals, organizations and enterprises use micro-channel public platform to build their own brand and on the creation of value and wealth. In order to make farmers and agriculture-related loans during the lending bank to achieve a win-win result, the sustainable development of agriculture-related loans, in order to improve the Agricultural Bank "agricultural loans" customer relationship management efficiency, strengthen financial management information push efficiency and reduce system costs, made a micro-channel public platform as the carrier of convenient and practical interactive customer management information service platform for the overall solution, and Changsha city Agricultural Bank of China as the research object, through questionnaires, interviews and conference surveys way to get the detailed requirements of the platform so as to agriculture-related loans of the Agricultural Bank for instance a prototyping platform.Implementation of this public micro-channel number "agricultural loans" customer relationship management system to HTML5, CSS and PHP language front-end development to MYSQL database design and management, fast response, fully functional, easy to use, to meet the different cultural levels users. System development process modeling with UML modeling technology based on needs analysis, consists of four modules:a text message auto-reply subsystem, visual interface subsystem, information exchange subsystem and database subsystem. Text message auto responder subsystem is based on a fan sent by text message content, generate the corresponding reply message, the reply message types, but the auto-reply message is not stored in a database in the background, but the material has been stored in the WEB server. Visual interface subsystem provides a variety of scenarios visual interactive pages, including the main interface of the public micro-channel platform (including the internet is concerned graphic message autoresponders and custom menus), some of the features pages within the platform (such as user profile, apply for repayment extension page, etc.). Information exchange subsystem features that fans get the message, the message data is parsed and packaged, and then the application programming interface provided by the micro-channel data communication background, and then call the database data, the results back to the user. Function database subsystem storage platform that important data, such as customer basic personal information, customer arrears amount, customer repayment date.
