Study On Process Of The Right To Rural Land Contractual Management And Assistant Software Design

The right to rural land contractual management is another national basic information collection project afer the project of second national land survey.The scope is so wide, organization is so big,working cycle is so long and standard is so high which all beyond the requirements of common land project.From the view of technology of requirements,the whole project includes many mapping and information major field such as measurement,remote sensing,GIS,and database.It is very difficult to implement for large spanning and high difficulty of integration.From the view of operation process to project,the whole project is mainly composed of data collection preliminary, field investigation, data sorting, storage, publicity and information modification.It's bring great difficulties to the implemente the whole project because of the huge needing of collecting, investigating and sorting data.From the view of content, registration work of rural land contractual management rights is divided into two parts, the[1] spatial data acquisition part and data acquisition of ownership. The spatial data collection also called geographic information data which mainly refers to the graphics.namely each piece of land space position(boundary points),size,shape of every ownership within each administrative region. Ownership data is usually the property database, mainly refers to all kinds of basic information to families as personal,family,number of contract land,all around and other related 12 class attribute.From the implementation across the country, because of the basic data in different forms, some areas dominated by aerial photograph, some areas are satellite based, and some areas are both. So the concrete implementation scheme employed around the different. It mainly uses analytical method to determine map sopt location within the aerial photograph as survey map.while mainly use full field measurement and servey method in servey map of satellite.But the prupose of this work is to find out the exact location of each piece of land for veery household whether use internal analysis method of full field measurementFrom the organization of the project,this pcoject includes field measurement, data collection, data collation and data validation.and all work linked together,which require high of personnel deployment and work engagement.It could renduced time of operation time and Improve project efficiency and also could greatly save project outlay.In the view of organization of specific work,the goal is relatively simple and the need of organization is relatively low although the field work hard,time long and need more staff.And the authority work,which looks like low difficult and all work could finish in doors but this work needs to strictly arrcoding to properties need to be collected of rural land contract and management rights investigation procedures and take it into database.Becouse of the collected attribute huge data int different forms and database production workload. So this phase of the work could cause serious consequences dure to the carelessly of arrangements.This thesis mainly focus on the right of rural land contractual managemen as foundation,the process of invertigation as the object. According to the preliminary investigation in many provinces, city, county, the team work and project approval conditions and on the basis of the three industry standard of Ministry of Agriculture in February 19, 2013.Through invertigation, verification and bring a set of effectiove investigation process. Based on the process, VC2010, ADO, AO and other tools, I designed the countryside land contracting right of management software DatabaseAsist. which could assist the project smoothly.
