| With the rapid development of our society and economy, there has been a fast construction-land expanded in many cities, most cities and their suburbs' land-use gradually mixed together, urban and rural land united use has already become the common direction. But the resources employed by these suburbs' land management are also the land-use actual resources which were surveyed according to our country 1980s land resources surveying regulations. They far from can not meet the need of urban and rural land united management.The status of urban and rural construction-land rapid development, impersonality bring forward a request that carrying out urban and rural cadastre united management based on the law of land registration, establishing the cadastre managing information system based on urban and rural cadastre united management has already become the impendent demand of the current urban and rural construction-land development.Geographic Information System (GIS) is a wholly new advanced spatial technique, which took its place in 1960s and has been developing swiftly and violently with the development of computer technology. So far, it has been applied in almost all areas dealing with geographical or spatial information. At the country land resources management, because the main object of the cadastre management is spatial geographical data and its attribute data, and GIS is employing topology technique to deal with the information between spatial data and its attribute data, utilize GIS's strong spatial data dispose technique to establish the cadastral database can connect graphic and its attribute data and implement the graphic topology query and the mutual query between the graphics and its attribute data. Moreover, which can implement the united management of the urban and rural cadastre, thereby implement the cadastre management's intelligentize.This study was under those requests, stduy how to fulfill the best design and construct of the cadastre database based on urban and rural cadastre united management. So that break through the traditional cadastre database mode's restrictions and bring forward a new cadastre database mode, implementing urban and rural land united management in deed.This study was conducted at shaoxing city's cadastre management informationsystem. The content of this stduy include the content and the characters of cadastral data, the framework and the designing method of this database, the route of establishing this database and the quality guarantee of the cadastral data. The innovation of this study as follows: Aim at the land in urban which can not plot its type according to the new issued by the ministry of Land and Resources P.R.C in 2001, the author refer to the land types plot rules put forward by the bureau of land resources Nanjing and the bureau of land resources Hefei, according to the relief map data, intergrating surveryed data and the plotted method of land-use types, bring forward a suit of plot rules, for instance, according to the characters of the city, for the land in urban which can not plot its type, adding a new land types, named "urban vacant land" (coding "255" ), etc. When carried through the topology for the cadastral database's data, according to the topology-relation based on rules of ArcGIS?.3, the author employed a series of topology rules for different topology types.At the same time, according to the topology-relation based on rules of ArcGIS?.3 and the method of checking the cadastral data's quality, the author compile the validating program about cadastral data's quality and topology rules, all these insure the data's integrity at a maximum.This study is processing under the support of GIS technique, by made use of graphic and attribute data to integrate, analyse, dispose, set up the spatial reference relation, ultimately realized urban cadastre map and rural cadastre map seamless joint, and provided a scientific reference for the design of the urban and rural cadastre united managing database.
