Tudy On The Rural Land Circulation System

With the fast development of our social economy, a large number of migrant workersflood into city to find a job, which leads lots of land to be vacant. China is the mostpopulation country in the world, but land area per capita is little and the land resource isscarce, thus, how to make full use of every inch of land is related to the national economicconstruction, ecological environment and other aspects. In2002, President Hu Jintaoproposed that we can carry out land circulation to improve land utilization ratio andagricultural production efficiency. In recent years, No.1Central Document refers to the topicof the rural land circulation. It encourages some farmers to circulate land, developmentvarious forms of moderate scale management and improve the management and service ofland contracting right of management. With the frequency of transaction and increasing intrading, it is necessary to establish a set of integrated management system of circulation ofrural land contract and management rights.This paper mainly studies the system of circulation of rural land contract andmanagement rights. Based on the current status of the study, researcher states some typicaldomestic land circulation patterns and discusses feasible mode of rural land circulation bycomparing from different aspects. By studying rural tenure survey and method of cadastralsurvey, comparing each method’s advantages and shortcomings, exploring practicablemethods, analyzing disconnection problems, this paper detailed expounds the design ideas,theories, implementation processions and algorithm research of disconnection stitching basedon undirected graph. This paper also proposes data storage structure that easy to manage andretrospect and analyze land circulation policy, system requirement, design system function,structure, development platform, language, the surroundings of software and hardware andcomplete system code test.This paper designs system as a mode which combines C/S (deal with space, attribute data)with B/S (release the circulation policy and land supply and demand information), uses Oracledatabase to store data. Geo-database data model is used to spatial data storage based on the ArcGIS component technology and C#language development system. The system realizesfunctions of map administration, parcel administration, circulation management, systemmanagement and spatial analysis statistical, and replaces the traditional manual paper filesmanagement to realize information, high efficiency, and safety management of rural landcirculation.
