The security and stability operation of nuclear power plants has been guaranteed by enhancing equipment reliability and operation level. As a result, the projects planning during outages become a power plant determinant of production and business performance. Under these circumstances, it can produce a tremendous economic benefit to optimize the outage duration and cost.The outage management model at 9 units in China National Nuclear Corporation is studied in this paper, and disadvantages are found. According to the current management system, outage projects planning and projects modification management are managed off-line by emails in the form of Excel tables and signed paper documents. This model has a bad real time performance, lack of efficiency, and difficult to research data. Therefore, it is an urgent matter to develop a Projects Planning and Modification Management System for nuclear plant.After the situation of the company has been analyzed, this paper finds out the system demands which are outage projects planning optimization and researching, and projects modification approval and researching. The system is designed based on these demands. There are 6 functional models, including user authorization model, projects planning model, projects modification model, basic data model, system clock model, and system upgrading model. The database and system interface are designed at the mean time.User authorization function is realized by hiding relevant information and dynamic loading technology. Approval function is realized by work-flow and countersign technology. In addition, functions like intelligent checking, automatic related researching, system publishing, and upgrading are studied and realized. Pre-operation indicates that this system with a low development cost, runs stably, and meets nuclear power plant management requirements. Thus this system enhances the plant management level and provides a good reference for other power plants of the same type.
