With the rapid development of social economy, the development of computer technology in China has been greatly improved, all domestic industry have combined their own computer and Internet technology to improve business efficiency and optimize enterprise management, reduce the complexity of the work.Nuclear power plants are special in many industries, and the safety requirements are particularly high. Especially in the nuclear accident, the need for the safety of people nearby, which requires some reasonable means to select a method of emergency treatment, including edible particular drug, isolated, hidden, orderly evacuation, food management, etc., in the whole process, we need a comprehensive emergency management system to support. Nuclear power plant emergency management system should include: crew, weather, environmental monitoring,emergency collection, emergency management emergency bulletin reports, emergency resources, management of emergency information, and system maintenance management module.Construction of Ningde Nuclear Power Plant emergency command platform,takes the scientific outlook on development as guidance, and establishes the concept of nuclear safety development; adhere to the principle of "prevention first,people-oriented, resource integration, information sharing, based on current and long-term". Leverage existing IT infrastructure and emergency accommodation nuclear power plant, relying on computers, networks, databases and other technologies, to build up and down through, around convergence, interoperability,information sharing, safe and smooth nuclear power plants. Ningde Nuclear Power Plant emergency command platform to access power plant unit operating parameters,equipment state parameters, environmental radiation monitoring data, meteorological data and power plants and emergency recording inventory data, having access to the data display, monitoring and early warning, basic data management, emergency notification communications, emergency inventory, emergency announcements,emergency notification report, emergency resource protection, emergency drills andother major system maintenance and management functions, and the unit status and diagnostic subsystem and evaluation of the radiological consequences of the subsystem to maximize the sharing of information. On the one hand to provide complete information support and technical support for the nuclear power plant emergency management and command and decision-making, enhance the scientific and technological content of plant emergency management and command decision, in order to protect workers, protect the public, protection of the environment; on the other hand also parent nuclear emergency organization(national, provincial, group,etc.) command decision accident source term transport, environment, meteorology and other basic data to provide the necessary technical support for off-site emergency protective actions.This article is designed and implemented Ningde Nuclear Power Plant emergency command platform. System is based on java language, combined with the My SQL database, as well as AOFAX and other external software. First of all, The background and significance of the study were discussed in this paper, the main work of the paper a brief discussion;Secondly, the system development process involved relevant technologies were introduced, including system development platform,programming languages, databases, and web servers, the system also describes the application of external software AOFAX;Next, The demand analysis of the nuclear emergency command platform, including the needs of nuclear emergency command platform modules use case diagram design, performance requirements, nuclear emergency command platform and database; again, The detailed design of the nuclear emergency command platform of Ningde nuclear power station, including nuclear emergency command platform capabilities mechanism diagrams, flowcharts, each module design and database-related class diagram design; Then,The realizations of the system were discussed through the realization of the interface of the nuclear emergency command platform. Finally, the paper made a summary of future research to make relevant prospects.Ningde Nuclear Power Plant emergency command platform can meet the current management needs of nuclear plant emergency, and it is easy to operate, fully functional, can be put into practical application to production.
