At present,the conventional video monitoring solution has been unable to adapt a wide range and location uncertainty monitoring scenario,because the transmission line is restricted by geographical environment and costly,and a fixed camera position. So it is hard to meet the government department for real-time monitoring of public emergency needs. Government departments can't to real-time monitoring of the scene is difficult to implement emergency command. With the continuous development of the mobile communication technology,video compression technology and the intelligent terminal equipment,makes the realization of the mobile video surveillance technology has powerful conditions.The main work of this paper is to design and implement a real-time video surveillance system based on mobile communication network. The system consists of two parts,including video acquisition and processing components and Video Monitoring Service component. The video acquisition and processing terminal is developed by embedded operating system Android. It is able to encode and compress the real-time collected data in H.264 standard,and then use UDP transport protocol via a mobile communication network real-time transmission of video data to the server video surveillance center end. On the surveillance center side,in order to make a real-time monitoring terminal can receive,process and play multi-channel video surveillance data,will use DXVA hardware acceleration technology to the complex video decoding work to the GPU execution. The system ultimately achieved real-time 480P(720×480) in the 3G(TD-SCDMA) network environment and real-time 720P(1280×720) in the 4G(TD-LTE) mobile network environment video capture,processing,transmission and display,and implemented real-time decoding and playback 4 surveillance video on a monitoring server.During public emergencies occur,the system can provide effective on-site information for emergency command platform of government departments. When site personnel log on the phone monitoring terminal,the mobile will become the video acquisition and processing terminal. When the monitoring center listen for a connection request from the terminal will automatically notify the monitoring personnel,and then establish with the mobile phone monitoring client connections. As the mobile communication network wide coverage and the intelligent terminal mobility,such monitoring has become ubiquitous. The system is well meet the time and location uncertain monitoring requirements.
