However, most of thetraditional intelligent monitoring system using the computer as the monitoring terminal, orpart of the monitoring system in the conditions of the place, and cable equipment to the targetsite monitoring, so that greatly limits the range of applications and flexibility of themonitoring system. Therefore, in order to address the limitations of traditional monitoringsystem, this paper presents the design of the Android-based monitoring system of the programas long as the range of the wireless network coverage can be achieved through the Androidmobile phone monitoring of the target site anytime and anywhere.The course of the development of video surveillance were overviewed firstly. Then,analyzed with the status quo, development and prospects of the video surveillance system athome and abroad and combined with the development of the Android smart system features,so that a design of mobile video surveillance client terminal software based on Android wasproposed,and the software implements video surveillance systems, video capture, videocompression, video network transmission and real-time display function. This paperintroduces the key technologies involved in video surveillance systems, designing andimplementation of network transmission, data reception processing, streaming mediaprotocol,the playing of the video decoding,user interface and other content. Since WLAN,3G and GPRS three network wireless access to the different ways, using different networkaccess mode. such as TCP and RTP transport protocols,so prepared a set of matching privatenetwork control protocol named LAVP61-1.
