In recent years, with the increasing demand for knowledge and Internet technology, more and more people choose to use Internet technology to achieve their purpose. It is because of the continuous progress of the Internet technology, making a variety of electronic resources on the network to increase the geometric progression, we have entered the era of big data. And when the large amount of data, variety and low density value of the data show in front of people, accustomed to the contemporary social quick rhythm life way of people in urgent need of a spend less time and get high value method to obtain the knowledge they need. This paper presents a kind of using meta knowledge based model of organizing curriculum content, will be introduced in a knowledge of curriculum organization, the redefinition of the theory of knowledge element, reforming the traditional curriculum structure, while building a based on knowledge element of curriculum content organization mode, and strive to improve the drawbacks of existing curriculum organization mode, in order to build a learning system based on meta knowledge, to meet the modern study of requirements.In this paper, through the analysis of the current main E- Learning model, and a collection of knowledge element based on the advantages of learning mode, in order to construct a learning system based on knowledge element course. The core is to build the knowledge element repository and focuses on the three important link of building a knowledge repository: knowledge element extraction, indexing and link, also the were digital reconstruction. In this thesis, the structured software development method constructs a curriculum based on meta knowledge organization model of learning system, using DFD diagram of the system to the needs analysis and functional structure diagram of the system is derived, using the procedure flow chart in detail introduces the function of each module, complete the design of each main function and interface. At the technical level, the system adopts B/S mode, and MVC Struts+Hibernate to build the framework, the basic test function intact, can meet the needs of users.
