With the continuous development of informatization of civil aviation meteorology, the means of civil aviation meteorological information service are also advancing with the times and constantly updated. From the premier telephone and fax to the present various types of application software, the popularity of the Internet makes the means of meteorological information service more diversified. At present, as the entire meteorological information center of the northwest region, the Northwest Air Management Bureau Meteorological Center not only needs to provide all kinds of meteorological information to the local users, but also needs to shoulder the meteorological information services for the local airports of the northwest district, and for these remote local airports, using internet will be the best choice to provide services.This system is developed based on the special-built security domain network. In the implementation of the security domain, we used the firewall and gap to support it. Which use the firewall to isolate external network and internal network, and to isolate external network and security domain. Users can only access the Web server in the security domain. And then use the gap to isolate security domain and internal network. With a gap send and receive program to put the internal network data to the security domain. And use the Web server to provide services to users.The existing meteorological information service system can only provide services for the internal users, and different data types belong to different systems, and the users need to switch back and forth among various systems while working, so it's necessary to establish an external service area with high security mechanism and develop a civil aviation meteorological information service system with comprehensive functions. This system realizes the service of integrating all kinds of meteorological data into one, providing convenience for the users to use all kinds of meteorological data and greatly improving the work efficiency of the users. The main functions of the system include message, graphics, the query and print of all kinds of early warning products, and the decomposition show of the self-observing data, and the assignment of different permissions for different users, for example, the airline users can only use the functions of query and print, while the forecast users can release early warning information.This system is adopts the advanced B/S architecture design, and on the basis of using the Java language, selects the Oracle database as the underlying database and applies the JDBC technology to connect and access the database. The use of the system is based on J2 EE development platform, and realizes the access from the front interface step by step down to the database through the Structs+Spring+Hibernate architecture, and the application of web layer belongs to the first-layer Structs framework, mainly for the interface display, request reception and request distribution; the realization of the controller(control layer) layer and the manager(application layer) layer then belongs to the second-layer Spring framework, which can well cohere the presentation layer with the persistence layer; the third-layer Hibernate is the persistence layer framework and this layer is mainly to finally access the Oracle database from the Dao layer.The final application system through the complete system test, and completed the user's demand for the system functional requirements. It can run on the Windows operating system platform and is easy to install and access for the remote user system.
