As the city's major infrastructure, municipal pipe network carrying tasks of water supply, water drainage and heating supply, ensure the normal and orderly operation of city life. However, the rapid expansion of the city and inefficient management hava lead to a series of urban problems. News like urban waterloging and covers lost occurred frequently. Currently, the internet of things technologies have made considerable progresss. New technologies bring a new way to connect and monitor municipal infrastructure. It makes management more intelligent and the city smarter to take advantage of internet of things technologies in municipal management.A wisdom municipal management system based on the internet of things has been designed and implemented to solve problem such as poor supervision and alarm delay for current facilities management. Monitoring devices for fixed level, continuous level and cover shift are develped at present to master the status of water level and manhole cover. Once water submerged the fixed level sensor installed at fixed position, an alarm will be triggered immediately. Device for continuous level equiped with an hign-precision sensor will measure the water level and upload data to the server periodically. It will help relevant department to aquire the long term water level tendency of key position. Device for cover shift can monitor the manhole cover uninterruptedly. If the cover open, the system will alarm and send notifications to appropriate maintenances. Alarm level will be raised in the case of open cover without being handled in time. When the environment and equipment anomalies disappear, these three devices can perceive the event timely and cancel the alarm. GSM / GPRS technologies are used for the communication between devices and the server. The system can achieve a continuous monitoring without interrupt for the wide range of municipal pipe network because of the good coverage of the operator network. The application-layer management platform based on the popular SSH framework will provide an unified management for the devices and workers. Apps for android and IOS are being developed to help municiple administrators master the statement of monitoring devices. Once abnormal event occurred the system will give an alarm signal and send message to the administrator immediately.The detailed scheme in hardware and software is given in this paper. The monitoring system has been operating normally in Changzhou and good results have been achieved.Because of the widly use of block-based designs in this system,it will be convenient to extend the function of system by adding modules.
