With the rapid development of network technology, we have already transited from The era of Web1.0,which emphasizes “the collection function”, to The era of Web3.0, which cores in “personalized recommendation”. And the way its agenda setting also changed a lot. No matter which rea it is,Web1.0 or Web2.0,the traditional media plays a very important role in the Agenda setting of Network Media.But in the era of Web3.0,the traditional media's fuction of Agenda setting is weakening,and Network media strengthing.The way information disseminated is tending to be personalized and making group.Web1.0 era, especially when the website of the 4 Web Portals rise and prosper, gives the users lots of selections on information. But at that time in accordance with the relevant provisions, portal website does not have the news editing rights and interview rights, its content comes mostly from the traditional media. Therefore, the agenda setting of The Web1.0 era is more like the extension of the traditional media, but in a new network platform; And when Web2.0 era emphasizes the function of social interaction, the audience begin to enjoy the Discourse right liberation, and then the "citizen journalism" constantly boom out, and Network media began to gradually disintegrated the Discourse right of traditional media, which made us come into the era of "everyone is a reporter", especially the prosperity of micro-blog. But after careful comparison between the Network media and traditional media, we can find that it is not totally right “that Network media has completely disrupted the Discourse right of traditional media, and subversion of the traditional media. In fact, they interacted between each other. On the one hand, the topic that traditional media set is an important part of the network media; On the other hand, the Network media and traditional media will influence interactively on specific topics, and complement each other. And in this paper it will also be proved by empirical research; Above all, we can come to an conclusion that no matter which era it is,web1.0 era or web 2.0 era, the agenda setting of the traditional media is closely related with the network media,always emphasizing the communicator role of traditional media or media group.When it comes to Web3.0 era, due to the liberation of discourse and the integration of network platform and social interaction, and information "cores in audience become the key messages of public attention.At the same time, social interaction also makes the issue expressed by media independent in the network platform become popular and finally becomes influential public opnion,which makes the issues set by Network media finally influence the whole opinion market.The Agenda Setting of traditional media gradually becomes digested,and Network Media strengthing.The essence of the change is that in web3.0 era,,the way information disseminated is tending to be personalized and making group,that is emphasizing the correlation of receiver and the gathing of it.In Web3.0 era,only those issues that related with everyone's benefit can be paid attention to.In convient for the study,this paper chooses three medical dispute cases.Through the analysis of it,we can clearly see what the change is.
