The Study Of The Reform And Breakthough Of China's Radio And Television System

Since The Reform and Opening, China's reform on radio and television with economic reforms carried out, it has gone through 30 years of history. Under the new situation of the new media technologies rapid development and the pilot of triple play, radio and television system reform faced with new problems, a new round of reform and innovation thus began.This paper analyzes the historical process of the radio and television system reform and its necessity. The gradual establishment of the socialist market economic system has created the current environment of reform. In the case of rapid economic development, people's material cultural needs were certain to meet, then they will have a spiritual cultural needs of more demanding, and the audience differentiation makes this needs present a variety of features, so the old single broadcasting information dissemination system needs to be changed. This paper divided it into four stages based the important nodes of China's radio and television system reform since 1978:the first is the adjustment of the radio and television system and the initial of the reform; the second is the breakthrough of the radio and television system reform and its development; the third is the begin of the Radio and Television Group Policy and its expanding; and the last is the overall layout of the radio and television system reform and its promote.Under the current new situation, a new round of innovative reforms unfolding. First of all, in the aspect of radio and television management system reform, the reform of "Political, business, corporate separation" gradually spread, this paper will have Hunan Radio and Television's "government and business functions be spun off from institutions" as an example. The development of new media technologies has also brought changes in broadcast television management system. Secondly, the reform of Commission has been highly controversial, as a result of the system, the form of the reform of reform of Commission naturally have separate the two -internal and external, which buried the hidden dangers for the fairness of the competition between different attribute body. The pilot and promotion of the triple play bring cable networks and telecommunications networks business into cross-integration and competition, which bring new opportunities and challenges for the reform of Commission. Finally, the reform of the management system and broadcast system will inevitably bring changes in the reform of personnel system, radio and television's personnel system and distribution system reform unfolds, there has been a corresponding diversion of personnel flow.Today, China's reform on radio and television has achieved some results, but still have some problem. Among them, administrative management system is still not fully resolved the issue of "Separating Enterprises' Reform", and the presence of shallow, and the effect of legal instruments for the regulation of the industry is not strong. All so in the reform of Commission, the enterprise reform into broadcasting company's main market problem is not resolved, orderly market transactions television program production has not improved, these have become the bottleneck of the further development of the reform of Commission. The triage personnel issues throughout the reform process has not been handled properly, its an important difficulty of the reform. How to solve these existing problems in the reform will be the key of the radio and television system reform forward. The paper presents some thoughts on this:to establish a scientific management system, as well as deepen the reform of Commission and ensure a smooth transition of human relations.
