As a social organization and designation, public institutions played a role ofperforming executive functions, engaging in production and operational activities andsocial services, is a Chinese characteristicssocial organization. With therapid development of socialist market economy, the Augean stables of governmentdepartments personnel system weaken its own inspiriting function, most governmentdepartments in public services is differently ineffective, the reform of governmentdepartments personnel system is lower than the whole public organizationsysteminnovation process. Therefore, the reform of social organizationpersonnel system is amajor indicator of the public institution integrated reform.Being a branch of public interest government departments, broadcasting is ourParty ’ s and country ’ s mouthpiece, is the most important part ofpublicizing thoughts and cultures and owns a great potential for development oncultural industry. Personnel system as a major indicator of broadcasting reform, itsreform results have a great impact on radio and television integral reform, wherefore,the research of deepen the reform of the Radio Television personnel system appearsespecially urgent and important.Therefore, with describing basic concept and feature of government departments,we took a western Guangdong Y city Radio Television personnel system reform asa subject, analyzed and reviewed governmentdepartments’ personnel system reformdevelopment, systematically scrutinized Y city Radio and Television personnel systemreform carrying out status. Apart from that, we also analyzed Y city Radio andTelevision personnel system reform superiority, the experience it acquired and theexisting problems and its being reason by viewed from various angles, from improvingterms of appointment and post controlled system, employees from regulated to signedcontract, personal management to post management, establishing and improving systemof reward and punishment. Meanwhile, by referring foreign public service agencypersonnel system experience and practice, we putted forwarded several reformproposals on how to expedite government departments’ personnel system reform fromtransmuting the thoughts, improving and implementing system, strengtheningorganization on deepening Y city Radio and Television personnel system reform. Thehigh point of the paper, integrating western Guangdong Y city Radio Television ’ spractice reform, is proposing to build up the mechanism to reasonable salary, themechanism to evaluate, the system of talent introduction and the system of personnelsupervision which makes no matter Radio Television or other government departmentspersonnel system reform with high feasibility and manipulation.
