The reform of personnel system is an important component of the reform of radio and television station. Since the reform and opening, radio and television stations have put forward a series of reform measures on their personnel system and got good results. However, due to various reasons, the current reform has its limitations and serious problems which should not be ignored. Therefore the personnel system needs to be innovated, its reform needs to be deepened, and new strategies need to be introduced. As the experimental unit for the provincial radio and television station system, T Broadcasting Station has a good try in its personnel system. Based on the study of the actuality and analytic demonstration in T Broadcasting Station , this paper puts forward measures to deepen personnel system reform and further define the guidelines and objectives of the reform. The focus in the reform is on personnel appointment and job duties and responsibility in order to establish an efficient personnel system to meet the demands of development and promote the distribution method which correlates pay and performance. Qualifications for appointment ought to be explicated, and unemployed staff should also be given care to. With a view to balancing the relationships among reform, development and stability and ensuring the openness, fairness and justice in the reform, the internal momentum should be enhanced and interests and benefits should be continuously adjusted. Reform should bring benefits to the majority of the people and those whose interests suffer in the reform should be compensated. Gradual reform is preferred which can well handle the relationship between the reform force and staff tolerance. Reform cannot take the place of management, which should be especially reinforced. The whole process of the reform must be supervised and the power of the organizers needs to be restricted to avoid power abuse.
